Overview
The Office of the Illinois State Treasurer (“Treasurer”) internally manages two investment portfolios, the State Investment Portfolio ($14-$16 billion) and the Illinois Funds Local Government Investment Pool ($5-$7 billion). For both portfolios, the Treasurer’s objective is to invest funds in a manner that provides the highest return using authorized instruments, while meeting daily cash flow requirements and complying with all state statutes governing the investment of public funds.
Brokers/Dealers facilitate investment transactions, and approved debt securities issuers serve as the various issuers deemed suitable for purchase.

The Treasurer’s Office partners with a network of qualified broker-dealers to execute trades and facilitate investment transactions.

Approved Debt Securities Issuers
The Treasurer’s Office also maintains a list of approved debt securities issuers—authorized and suitable investment vehicles that may include commercial paper issuers, corporate bond issuers, repo dealers, and U.S. agency securities, among others. These issuers are reviewed regularly to confirm ongoing creditworthiness and eligibility in accordance with Illinois statutes and Treasurer’s Office policies.
