Small businesses in underserved communities can face challenges finding affordable financing to grow, improve their operations, or hire additional workers. The Illinois State Treasurer’s Office helps expand access to capital through Business Invest, a business-focused impact investment program.
Through Business Invest, the Treasurer’s Office partners with approved financial institutions to support lower-cost business loans and financing for qualifying businesses and nonprofit organizations, including some borrowers who may have difficulty accessing traditional financing.

Although the Treasurer’s COVID-19 program made its final deposit in August 2022, the Treasurer’s Office continues to help Illinois small businesses access affordable financing. Programs such as Business Invest – Community Uplift Program (CUP) support businesses in underserved communities by expanding access to low-cost loans through approved financial institutions.
