ePAY Privacy Policy

Introduction: The Illinois State Treasurer’s Office (“Treasurer”) has a strong commitment to providing excellent service to all of our constituents, including respecting their concerns about privacy. This Privacy Policy applies to information collected online through ePAY, either when you access the ePAY payment portal on a participant’s website or when you access the Treasurer’s ePAY page via illinoistreasurer.gov. The Treasurer’s privacy policy will also apply to access to the Treasurer’s ePAY page.

Personal information collected online: When you choose to make a payment using ePAY through an ePAY participant website, you may be asked for your name, address, phone number, email address and other personal information. The Treasurer may use your name, address, phone number, and email address for office communications consistent with this Privacy Policy, Personal information entered into when making an ePAY payment is collected by the Treasurer and the governmental unit receiving the funds.

For purposes of billing, you will need to provide your credit card type, number, expiration date and billing address for the card. This information is transferred over a secure connection. After information reaches our server, appropriate security measures are applied to protect sensitive information. The Treasurer does not store any credit card information on its servers. The Treasurer may use your name, address, and email address for office communications consistent with the Treasurer’s privacy policy. The Treasurer makes no claims or attestations regarding any other governmental unit’s privacy policy.

Internet Protocol (IP) Address:  An IP address is a number assigned to your computer for accessing the Internet. When users request a page from our site, our servers log the user’s current IP address. We use IP addresses to help diagnose problems. We do not link IP addresses to any personal information about you.

Cookies: ”Cookies” are small text files that a website stores on a user’s computer. Cookies enable a website to keep track of a user’s preferences and activities relating to that website. When you use our website, cookies will be stored on your computer’s hard drive. If you do not wish to receive these cookies, you may set your browser to reject the cookies, although doing so may affect your ability to perform certain transactions on our website.

Third Parties: Access by the Treasurer’s employees and agents to a user’s personal information is only on a need to know basis on the understanding that it is confidential business information. The Treasurer does not disclose personal information to third parties, unless authorized to do so by law or by contract. We do not rent, sell, share or exchange your name or other personally identifiable information to third-party companies for their marketing purposes. However, part of the services provided via our website may be provided by other government agencies or companies with which the Treasurer has a contractual or statutory relationship. For example, we use companies to verify and process credit card transactions. In such cases, the Treasurer may provide collected information to these government agencies or companies. These third-parties are not authorized to use your information for any reason other than to perform their contractually assigned functions and they shall abide by the standards of this Privacy Policy and applicable law.

Security: While no data can be guaranteed 100% secure, we take the security of a user’s personal information seriously. The Treasurer continually strives to protect personal information but we cannot warrant the security of any personal information transmitted to us by a user and any such transmission is performed at the user’s own risk.

Moreover, when conducting financial transactions over the Internet (whether home-based, wireless, or at a public terminal), each individual can take additional steps to help protect their information and further reduce the likelihood of a security incident from occurring. These steps include, but are not limited to, maintaining a secure firewall, utilizing anti-virus/anti-spyware software, keeping your software (such as operating system, web browser, and anti-virus/anti-spyware) up to date, and clearing out a browser’s cache.

Privacy Policy Changes: In the future, we may need to change the ePAY privacy policy. All changes will be made here so that you will always know what information we gather, how we might use that information and whether we will disclose it to anyone.
